Skills Required and Job Description:

MOI : Telephonic + Face to face / Skype Project Environment The Enterprise Service Bus uses technologies of IBM Integration Bus (IIB), Business Activity Monitor (BAM), Business Process Manager (BPM), and Web Services Registry and Repository. Operational logging will utilize Hadoop and Flume. Major consuming applications are Curam, internet information services web applications, and WebSphere Application Server applications (WAS). The Quality Assurance Analysts will be an important element to the team and will report directly to the Quality Assurance Lead for this project. The Quality Assurance Analysts will be team members of the IEI Current Environment Enhancement project while additionally having oversight by and work deliverables managed by the Project Manager. The project team consists of the Quality Assurance Lead/Manager, Technical Manager, the Project Manager, Business Analysts, Developers (contractor and state), Subject Matter Experts, a Systems Architect and DBA, as well as a number of support and auxiliary positions to facilitate the success of the project. Responsibility for overall quality of delivery will be shared among the project team.   Project Requirements The Resources selected will be expected to complete tasks identified in this RFO in accordance with the format prescribed by the Quality Assurance Lead and Project Manager at a level of detail accepted by the Stakeholders and Project Management. All documentation and communication with the project team and stakeholders is expected to be clear and concise. Candidates identified for interview will be required to interview in-person, on-site only. The location of the interview is anticipated to be: o Minnesota Department of Human Services o 444 Lafayette Road N. o Saint Paul, MN  55101 ·    The QA Analysts selected as a result of this RFO process must provide services on-site at the State's central DHS offices in St. Paul, MN. ·    The standard work period is Monday-Friday, 8:00 am – 4:30 pm. However, the QA Analysts may occasionally be expected to be available for fifty (50) hour work weeks as needed, except for State holidays or other exceptions approved by the DHS and/or identified in the RFO response. ·    The engagement is initially expected to last approximately 12 months; tentative dates are May 4, 2017 through May 3, 2018. Project needs will determine the actual length of the resources engagement.   Mandatory Qualifications (to be scored as pass/fail) At a minimum, a proposed resource must meet the following mandatory qualifications. Resource submissions that do not clearly demonstrate that these mandatory qualifications are met will not be considered under this RFO. ·    Propose an hourly rate at or below vendor's Maximum Hourly Rate for the Quality Assurance SITE category. ·    B.S. or B.A. degree (4 year) with five (5) years' experience as a Quality Assurance Analyst OR Associates degree (2 year) with seven (7) years' experience as a Quality Assurance Analyst OR Ten (10) years' experience as a Quality Assurance Analyst ·    Five (5) engagements in a Quality Assurance Analyst role, each with a different organization and each lasting a minimum of three (3) months.   Desired Skills Proposed resources that meet the Mandatory Qualifications will be evaluated on the following Desired Skills.  Responder should demonstrate in its proposal the length, depth, and applicability of the proposed resource's prior experience in the desired skills below. ·    Computer Science or Information Technology degree ·    Experience utilizing Rational Team Concert (RTC) ·    Experience as a QA Lead ·    Experience writing and executing advanced SQL query commands ·    Experience in Infrastructure Testing ·    Experience in Web Services Testing
