SCOPE OF SERVICES:
The NYC Department of Education's (DOE) Special Education Student Information System (SESIS) supports the evaluation of special education student needs and provisioning of special education services, and is intended to be the vehicle to facilitate and monitor compliance as well as produce State and Federal court-mandated reports. It is currently incapable of supporting critical reporting and data management functionality and the SESIS application itself is plagued with defects and issues.
The City is developing a solution that fully manages DOE's process of evaluating special education student needs and provision and tracking of special education services.
Responsibilities:
· Employ User-Centered Analysis techniques (Interviews, direct observations, JAD sessions, etc) to understand business needs and clearly define the Business and Functional User Requirements for the Special Education Student Information System.
· Work closely with other team leads (User Experience Designers, Front-end Developers, Back-end Developers, Data Architects, and QA Testers) to translate requirements into optimal solution designs.
· Assess gaps in Medicaid Claiming Requirements against current implementation.
· Assess gaps in Jose P Requirements against current implementation.
· Review current state Reporting & Analytics Architecture.
· High Level Business Requirements for the assessed gaps.
· Detailed Business Requirements for the assessed gaps.
· Data Dictionary.
· Data Model.
· Business Process Flows.
· Business Rules.
· Use Cases.
· Error Messages Inventory.
· Content Inventory.
· Identify Training materials and Standard Operating Procedures in need of updates.
