Title: Program Portfolio Manager
Location: Colorado Springs, CO
Duration: Long Term Contract
Description:
• Bachelor's degree preferred in Computer Science, Information Technology, Business or equivalent education and related training Master's degree preferred
• A minimum of 5 years of progressively more difficult experience in developing, researching, testing, implementing and/or integrating new information technology to support existing business systems where 15+ years of experience is required
• Five (5) years of execution per iterative/agile development per Scrum, Kanban, SAFe, etc
• Demonstrable experience of managing large, complex IT portfolios and programs
• Demonstrable knowledge, experience and capabilities in: financial planning and evaluation, business plan development, investment modeling, portfolio planning, and Request, Project and Program methodologies and lifecycles, e.g. SDLC
• Demonstrable experience of working with multiple On-shore and off-shore Managed Service Providers and working in and with a matrixed IT and Business Organization
• Experience working SAFe Agile environment
• SAFe Product Manager/Product Owner certification or equivalent certification
• Scaled Agile Framework (SAFe) Scaled Agilist (SA) certification preferred
Preferred Skills/Knowledge Includes:
• Manages monthly, quarterly and annual portfolio prioritization process for the aligned functional area
• Manages / leads financial investment modelling for functional portfolio (priority, affordability)
• Liaises and collaborates closely with other Portfolio managers to develop integrated enterprise IT Portfolio, Roadmap and attendant costs and risks
• Provide effective decision support: analyses and provides counsel to the PMO / PPM / PMT on portfolio / program / team interdependencies, resource constraints, portfolio level risks
• Provides financial and non-financial insights to the relevant governance (functional and enterprise IT) bodies to inform, and drive decisions, eg Portfolio Steering Committee reporting and analysis requirements
• Monitors, analyses and pro-actively manages portfolio trends, eg epics / features (not) delivered on time, on budget, on scope, to required quality standards
• Facilitates / leads the development of Business Cases aligned to the functional area Roadmap: liaises with Business and IT Sponsors to lead the creation, review and ultimately presentation of Business Cases to the functional and IT governance forums, ensuring that the appropriate contributors and reviewers are engaged
• Leads the evaluation and assessment of unplanned work requests, leading the Sponsor through the unbudgeted / unplanned work process
• Develops working relationships with business partners in order to support the identification of change opportunities within the organization
• Manages and maintains effective working relationships with all partners, key business managers and vendors
• Establishes and explores the backlog and works pro-actively to further define and solution, providing Epics / Features that are ready to consume, business process flows and an impact assessment across IT competencies
• Develops and maintains a detailed understanding of business processes and applications, customer needs and priorities
• Assists business with cost-benefit analysis and business cases to support new initiative proposals
• Identify, analyze and improve existing processes within the organization to meet new goals and objectives
• Liaise with executive management as well as leadership of all departments to facilitate the accomplishment of company goals
