Job Description: As a CAPPS PeopleSoft-Taleo Technical Lead the Worker must have a strong background in PeopleSoft 9.1 or above, and have supported Oracle Taleo Recruit and Learn modules. The Worker will oversee and/or perform highly-advanced consultation and analysis work to incorporate recruiting and learn functionality offered by Taleo Recruit and Learn into CPA's Centralized Accounting and Payroll/Personnel System (CAPPS) HR/Payroll. Work includes, but is not limited to, the following: assisting with State agency deployment activities, including confirmation of functional configuration set-up and prototyping methodology; communicating complex technical concepts clearly, accurately, and effectively both verbally and in writing; overseeing and/or participating in project management, coordination, planning, and scheduling; performing strategic analysis and planning; preparing charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and processes accomplished. Worker must be quality conscious and be dedicated to delivering quality products on time and on budget.
WORKER SKILLS AND QUALIFICATIONS
- Must be able to work with Customers, Project managers, Business SME's, IT SMEs and vendors.
- Strong written, verbal, and interpersonal communication skills.
- Must collaborate with SMEs, various stake holders and fellow developers to design, develop, implement and support complex business solutions.
- Must be able to work independently in a team environment with on-site, local, and remote teams.
- Must possess strong problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary.
- Knowledge of project management methodologies.
- Knowledge of technical and functional attributes of PeopleSoft.
- Perform related work as assigned.

8 Experience with PeopleSoft HCM and/or FCM 9.1 or higher
5 Experience with Business/System/Data Analysis and Improvement
5 Experience with developing functional specifications for large projects
5 Experience managing or leading technical Projects
5 Experience with the development of various reporting mechanisms
2 Extensive experience with highly complex security application requirements
2 Experience with Oracle Taleo Recruit and Learn

Strong Strong interpersonal skill and the ability to collaborate effectively on diverse teams (e.g., portfolio/project managers, domain experts, users, and software engineering team)
3 Public sector experience (Federal, State or Local Government).
