Title: Lead UI/UX Consultant/ Architect

Day to day tasks
· Expert level technical architect expertise is necessary to lead the designing/architecting of the HEC system and the infrastructure upon which it will run. Acquisition at the expert level is in the State's best interest, given the critical public health benefit of HEC, the competitive nature of UI/UX design recruitment, the ever changing JavaScript landscape, and the architectural need in this project. Specific care will need to be taken when designing the UI/UX as users of the system will be under duress during usage of the system in a large scale emergency.
· The architect will need to lead the definition of User Interface (UI) and User Experience (UX) design standards for Commerce applications, to optimize ease-of-use and achieve an integrated and consistent look and feel with other applications used by Emergency Preparedness.
Specific tasks for the Programmer include:
· Lead design and supervise UI/UX coding from requirements and functional specifications;
· Architect, analyze, evaluate, test, debug, document, and implement application GUI using modern HTML5, modern Java/JavaScript frameworks, and CSS3.
· Be able to review, analyze and synthesize current user interfaces and application requirements into a coherent and consistent design based on established Health Commerce System patterns.
· Work with staff to ensure smooth and correct operations of any code or web services used by the application.
· Produce technical and user documentation as requested.
· Architect and lead development of mobile solutions.
· Provide technical solutions for large scalable designs.
· Communicate effectively with both technical and nontechnical personnel.
· Communicate with programmatic units to translate business requirements into technical specifications.
Responsibilities:
· 84 months experience in Web Design using web standards and technologies including: CSS3, SASS, HTML5, Typescript, JavaScript, and responsive design.
· 24 months using AngularJS to develop advanced applications.
· 36 months demonstrated experience with modern UX (user experience) design and documentation.
· 24 months hands-on Java development experience.
· 12 months developing mobile applications for Android and iOS using ionic framework and cordova.
· 36 months demonstrated hands-on experience with RESTful web service development.
