Position: Data Analyst
Duration: 6-12 months
Location: Rockville, MD
Market Regulation Technology Business Surveillance Analyst High-Level Skills
· Technical data mining skills and requirements – This means using SQL to analyze various data sources to determine the best way to detect a behavior of interests within the data. It also includes documenting how to use the data to detect a behavior of interest (pattern). For example, to detect a trading ahead behavior of interest, the requirements specify the pattern looks for large customer orders and then looks for any proprietary trades made before the customer order is executed. BAs are required to document both business requirements based on the business problem AND document data specifications based on the specific data to be used to detect the behavior. Note that these are not ETL activities.
· Data analysis/problem solving/logical thought process skills – there are frequently data anomalies (missing records, erroneous data elements) in the source systems. These data anomalies must be analyzed in the context of impact to patterns, for example, did the data anomaly mean the pattern missed alerts or generated a false alert. This requires a clear understanding of how the behavior is being detected and how the data is used to identify exceptions and alerts. Then a clear and concise description of the problem and pattern impacts must be written and reported to the business. Note that these are not data cleansing activities.
· Verbal Communication skills – for all analysis and requirements work, the BA is responsible:
o To not only understand the business problem that the pattern is trying to detect or solve, but also be able to verbally explain it to any number of development and QC staff who do not have the same level of business understanding.
o To understand at an in-depth level the specific data that is used to detect the behavior and why the behavior of interest will manifest itself in the data in a particular way. The key with the in-depth data knowledge for the pattern is to also be able to explain this in great detail to the development and QC staff.
o To be able to verbally translate the various data conditions into business language for the business users to understand and present options to them for
· Written Communication skills –
o Most of our business users are lawyers, so attention to detail is of utmost importance within my group. When there are even minor typographical errors or formatting problems, the business users feel the entire documentation is suspect.
o as is with other large organizations, has a plethora of industry jargon. This job absolutely requires the ability to look at current pattern documentation and be able to appropriately use the same industry jargon in whatever the BA is writing.
o Very strong MS Word skills, including being able use styles effectively. Requirements are written in Word using a style-based template with table formatting.
· Business/Industry Knowledge – This position requires experience in the securities industry with direct behavior detection experience with various securities industry data sources. Knowledge of the various front office, middle office, and back office operations of a broker/dealer is preferred. Knowledge of securities industry regulation is preferred. Experience in the banking or mortgage industry is acceptable, but candidate will have to draw correlations between what they did or are doing in the banking or mortgage industry and this job's requirements.

The following skills are good BA skills to have, but only if the potential candidate can take these skills and translate them into those in the bolded/bulleted list above:
o We do not work on an enclosed application. My group alone manages more than 50 individual patterns (each is an individual program/process that stands on its own with a full set of documentation).
o We do not write GUI requirements. The closest we get to display requirements are tables of data that are meaningful for the business users to analyze the results of the pattern.
We do not have JAD sessions where we spend a lot of time figuring out what the users want. Group is expected to research the business problem and come up with ideas for the business to consider
