Job Description:
Position Description
· The State of New Jersey's payroll system has been identified as a mission critical system that needs to be modernized and restructured in order to meet future business needs.
· The need to increase the size of certain fields in the system in order to enhance functionality is part of this modernization/restructuring effort. OMB Centralized Payroll, the client responsible for the system, as well as the Governor's Office or Employee relations, is in need of the ability to identify employees at a more granular level for union negotiations and contracts.
· The senior analyst/programmer will work directly with both the State of New Jersey project manager as well as the consultant project manager on the team in addition to State of New Jersey team members to accomplish this goal.
· The state of New Jersey's payroll system is a mainframe legacy system that is over 45 years old.
· The senior analyst/programmer will be responsible for identifying business rules and logic, analyzing the impact of what changes in the code affect that logic, code, test and implement changes assigned and help institute and change management process.
Skills Required:
· Develop and monitor project plans and schedules utilizing project management software.
· Code, test and implement change requests.
· Proactively communicates project status, issues and risks to management.
· Tracks project progress, milestones and deliverables to ensure deadlines are met appropriately.
· Assesses project issues and identifies solutions to meet project goals.
· Solves technical and non-technical problems throughout the life cycle of the project.
· Coordinates with other NJ Office of Information Technology internal organizations to ensure efficient use of the organizations resources.
· Ensures application(s) conceived, designed, developed and deployed in accordance with NJ Office of Information Technology System Architecture Review (SAR) standards
· Present reports defining project progress, problems and solutions.
· Ensures project-related documents are complete, current and stored appropriately.
· Works collaboratively with project team and ensure communications are complete and precise.
· Meet assigned due dates and inform project managers when tasks are behind schedule.
· Ensures projects are consistent with project management strategy/policies and in accordance with federal, state and local regulations and user business requirements.
· May interface with external agencies such as NJ Centralized Payroll, NJ Office of Employee Relations, NJ Integrated Planning and Budget, and NJ Civil Service Commission.
· All work to be completed onsite at NJ Office of Information Technology Riverview Campus or other data centers.
· All project documentation is to remain onsite at NJ Office of Information Technology
Skills Preferred
· Experience with application development in a structured PMO environment preferred.
· Experience with transformation of legacy mainframe programs preferred.
· Experience with modern mainframe development tools is preferred
· Ability to make programming processing improvements is preferred
Experience Required
· Requires 5 years of programming, systems analysis, or computer analysis experience.
· Experience with application development in a structured PMO environment preferred.
· Experience with modernization of legacy mainframe programs preferred.
· Knowledge of COBOL and Command Level CICS programming running in an IMB/Z/OS environment preferred
· Knowledge of office methods/procedures and accounting and statistical principles, methods, and practices.
· Knowledge of forms, flowcharts, and decision table and entity relationship diagrams and the software tools to produce them.
· Ability to understand legacy program code that may be unstructured with limited documentation and be able to modernized it.
· Knowledge of VSAM, database and non-database access methods.
· Knowledge of job control language (JCL) and/or utility programs.
· Ability to plan, schedule, assign, and oversee the analysis, programming, testing.
· Ability to utilized industry standard IT processes and methods related to software and system design and development methodology.
· Ability to write clear and concise instructions and project documentation.
· Ability to prepare charts, programs and instructions necessary for presentations.
· Ability to lead conferences, meetings and training sessions.
· Ability to read, write, speak understand and communicate in English sufficiently to perform roles and responsibilities of the position.
Education Required
· Bachelor's Degree from and accredited college or university.
Must go through an in person interview.
