Job Description: DHS Business Analyst/Consultant 3 Introduction The DHS Project Management Office (PMO) is in urgent need of a Business Analyst (BA) to assist project managers and customers with work related to business requirements gathering, process definition and improvement, and documentation of business and project artifacts. 

This position will be expected to work with project managers on a variety of PMO initiatives but initially will primarily provide business analysis services for the DHS Facility Electronic Health Records (EHR) project, specifically to assist with transition activities from the procurement project to the implementation initiative. Primary responsibilities will be to support readiness planning and preparation; including forms and reports analysis and documentation, initial data migration discovery and analysis, interface and integration analysis and business process and workflow analysis support.

Additionally, the successful candidate will participate in DHS PMO metrics generation and reporting activities. 

Responsibilities
Facility Electronic Health Records (EHR) Project

1. Work with the PMO Project Manager, EHR Office Director, Division of Care and Treatment Services (DCTS) and representation from the seven DHS clinical facilities, to coordinate the data gathering, collection and initial discovery and analysis efforts to support the implementation project planning and preparation activities. 
2. Coordinate and conduct detailed analysis and refinement of facility specifications and details; e.g. (staff role categorization, provider inventory listing, system license estimates). 
3. Responsible for the continued identification, analysis, categorization and documentation of the existing facility services clinical reports.
4. Responsible for the continued identification, analysis, categorization and documentation of the existing facility services clinical forms.
5. Facilitate initial discovery and analysis of data conversion source systems regarding patient and pharmacy data. 
6. Coordinate and perform initial discovery and analysis for HIE interface and integration components; e.g. (billing, nutritional, laboratory, pharmacy). 
7. Support the review and continued refinement of current state business process mapping and workflow diagrams. 
8. Identify and document clinical policies and procedures utilized at the seven facilities. 
9. Organize existing materials and documentation to support the effective onboarding of the EHR system vendor and Implementation Services vendor.
10. Potential for continuation of Business Analyst role and responsibilities to support the implementation project initiative, post transition activities. 


Business Analyst Tasks for Other Projects
1. Analyze business processes, procedures, organization structure, etc. in order to identify problems and determine solutions.
2. Elicit requirements from stakeholders, analyze the requirements, document, and create functional specifications as required. In this role, the Analyst may also interact with the development and quality assurance teams.
Project Management Office (PMO) Support
1. Assist the DHS PMO Director with the definition, documentation and communication of organizational and operational performance metrics for the PMO.
2. Participate in efforts to compile and submit mandated DHS strategy and performance reports for the Department of Administration (DOA), the Legislative Audit Bureau, the Joint Finance Committee, and other entities as required.

Mandatory Requirements
1. Bachelors' degree or equivalent work experience is required.
2. Minimum of 8 years of Business Analyst experience.
3. Proven experience in eliciting and documenting requirements.
4. Strong knowledge of and previous experience with technical data documentation concepts and techniques; e.g. (data requirements, data mapping, conceptual entity relationship data modeling).
5. Solid knowledge of and previous experience with business process and workflow modeling concepts, techniques and tools. 
6. Proven experience in analyzing data to draw business-relevant conclusions.
7. Minimum of 4 years of experience with Microsoft Office suite of products such as Word, Excel, PowerPoint, Visio, and Project.
8. A solid understanding of information technology strategies, concepts, processes and techniques. 
9. Minimum of 2 years of experience supporting complex IT application implementation project(s). 
10. Excellent communication skills and ability to effectively interact with wide range of audiences, including operational staff, management and technical personnel. Ability to act as liaison / conduit between parties, as necessary. 
11. Strong teamwork skills; ability to lead collaboration with diverse staff as well as work independently. 
12. Excellent problem solving /judgment skills and high level of attention to detail and accuracy.
13. Excellent analytical skills and an informed, evidence-based approach.
14. Ability to prioritize tasks to meet deadlines and multi-task to achieve progress on various activities. 

Preferred Requirements (Not Mandatory but Nice To Have)
1. Public sector experience (Federal, State or County Government).
2. Clinical analysis and knowledge of patient care processes in an inpatient and/or outpatient setting.
3. Electronic Health Records (EHR) experience (system agnostic). 
4. Project Management role experience. 
5. Experience utilizing SharePoint document management tool. 
6. HIT and HIE knowledge and experience; specifically with Health Level 7 International (HL7) standards and Surescripts e-prescribing capabilities.
7. Knowledge of Stockell Insight billing application and QS1 pharmacy management
