Project description is given below.
Client is requesting offers from qualified CMAS contractors to provide information technology consulting services in support of the Health Exchange & Medi-Cal Interfaces (HEMI) Project. Specifically, DHCS seeks the services of an experienced Business Analyst.
Mandatory Qualifications:
• Minimum five (5) years of experience in Systems Development Life Cycle (SDLC) and technical writing.
• Minimum four (4) years of experience eliciting and documenting Business & Systems Requirements utilizing a wide variety of techniques.
• Minimum three (3) years of experience developing use cases, scenarios, and workflow analysis to help create and validate business requirements.
• Minimum four (4) years of experience evaluating information gathered, reconciling conflicts, and decomposing high-level information into details.
• Minimum three (3) years of experience leading information gathering and analysis efforts (including JAD sessions) on the project; documenting and publishing minutes for all sessions.
• Minimum three (3) years of experience collaborating with Business & IT to translate business requirements into functional specifications, and data mapping documentation.
• Minimum two (2) years of experience planning, managing, analyzing, and/or implementing IT projects having a minimum one-time cost of two (2) million dollars.
• Minimum two (2) years of experience analyzing and designing requirements for a business rules based system.
• Minimum two (2) years of experience making formal and informal presentations to various levels of project stakeholders (i.e., sponsors, executive committees, project teams) and leading structured discussion sessions. This includes the development of visual presentations and handouts used as part of an oral presentation.
Highly Desirable Qualifications:
• Experience working with Medicare and/or Medi-Cal.
• Experience with or knowledge of one or more of the systems affected by this project (MEDS, SAWS, CHDP Gateway, MRMIB's Administrative Vendor, Maximus, CA-MMIS).
• Experience working with organizational change management (OCM), including planning, development and delivery of OCM strategies.
Desirable Qualifications:
• Experience working with a large number of external stakeholders during the planning and execution of an IT project.
• Experience with large scale integration of a centralized state system with numerous geographically diverse local systems and organizations.
• Experience with and/or knowledge of Enterprise Architecture and Medicaid Information Technology Architecture (MITA).
• Experience with providing direct support for web presentation and application servers.
• Experience testing including all phases: System, Integration, Performance Testing, and ensuring traceability
• Experience in a COBOL, OS390 mainframe environment.
• Experience with Agile development methodologies.
We would need the consultant to provide illustrative work samples from the similar past projects or engagements. These may be excerpts from previous deliverables and should be no more than twenty (20) pages each. The objective should be to provide samples that illustrate performance of similar work. A brief explanation (not more than one page) explaining the rationale for selection should accompany the samples
