| DUTIES/RESPONSIBILITIES: Provides overall Program Management function for large telecommunications projects to ensure cost effective services for internal and external customers while setting required budget and establishing schedule guidelines. Proactively creates and establishes regular meetings with key stakeholders to ensure expertise, resources, funding, and progress is obtained and met. Considers and weighs financial implications of Telecom decisions made while managing and supervising Telecom Capital budgets up to $35 MM in scope. . Proactively monitors capital budgets for projects assigned to ensure financial targets are met. Plans, manages, and delivers projects with allocated resources, often negotiating with others for those resources. Makes decisions regarding using in house labor verses contracting out services. Recognizes cross-functional team requirements and ensures and solicits input as required. Considers all financial implications for Capital projects and provides cost / benefit analysis and engages in the decision making regarding whether to proceed with a project. Works with various internal groups to ensure correct budgets are established for capital projects. Works on multiple projects simultaneously of simple and complex nature and works across those projects to include multiple platforms and technologies. Effectively manages the BNSF project management methodology. Serves as a consultant/lead to multiple project managers, TMM's, directors, engineers and others within a planned schedule. Propose and participate in short and long term strategic plans for network capacity, development, and implementation. Identify network shortfalls in all areas including critical sites, single threaded sites, yard infrastructure, power, and alarming. Work with engineering to prioritize fixes during capital budget cycles. Coordinate with outside contractors to ensure all required performance and safety standards, and project schedules are met. Work with local and county government to allow for telecommunications site selection, permitting, and code compliance. This includes attending city and county zoning meetings and working with property owners. Provides constructive feedback on employee development and skills within and outside their direct work group. BASIC QUALIFICATIONS: Bachelors' degree in Electrical Engineering, or Computer Science or a minimum of 4 years work experience in a radio based telecommunications field is required. A minimum of three years prior experience with Telecommunications RF Infrastructure and its support systems. PMP certification A minimum of three years project management experience is required. The candidate must be able to produce clear, concise, and accurate analysis and effectively communicate thoughts and ideas to peers, management, customers, and suppliers. A minimum of three years of demonstrated basic knowledge of computer systems hardware and software theory, practice, and concepts obtained through formal training and experience. Training and/or experience in Microsoft based systems is a plus. A minimum of three years of demonstrated basic professional knowledge related to network engineering processes and tools used within the team or local unit. A minimum of three years of demonstrated experience in establishing and maintaining positive work relationships with peers, management, customers and vendors. Displaying willingness to understand diverse points of view; learn and apply new technologies and tools within an acceptable time frame and assume ownership of assignments, completing commitments on time. PREFERED QUALIFICATIONS: Experience developing large-scale systems through the entire development life-cycle desired. Prior experience in rolling out an Enterprise class Train Control solution and a thorough understanding of the issues related to maintaining a mission critical system is a plus. |
