Resource will perform business process analysis for the Bureau of Community Health Systems (BCHS).
Complete Description:
The Department of Health seeks a resource who will be completing a business process analysis for the Bureau of Community Health Systems (BCHS) area. The documented business processes and functional requirements will serve as a baseline to determine necessary next steps to securing / developing an electronic public health record / system for use in the field.
Activities will include:
- Create comprehensive project plan with appropriate checkpoints and milestones
- Perform business process analysis and workflow modeling
- Complete a gap analysis of the as-is and to-be business processes
- Determine best methods to gather and document requirements
- Document all business and functional requirements for all divisions
- Responsible for the capture and reporting of required metrics that assess the ability to meet customer needs and business objectives
- Define requirements risk and response approaches
- Conduct requirement reviews
- Manage requirement conflicts
- Ensure all changes to scope follow standard processes and are documented accordingly
- Monitor project milestones and phases to ensure the project is on schedule
- Facilitate meetings with project stakeholders
- Document all meetings using commonwealth and DOH project management standards
- Identify and track issues
- Anticipate issues and proactively address them
- Resolve conflicts with sensitivity and tact
- Assess and validate solutions
- Evaluate technology options for addressing business needs
- Complete a written weekly status report
- Conduct a monthly core team status meeting as well as appropriate ad hoc meetings
This engagement will consist of 7.5 hour days and a work week of 37.5 hours.
This resource will be required to travel to Field Offices throughout the state for requirements gathering and face to face meetings with staff. Some overnight HOTEL stays may be necessary. A small travel allowance of $5,000 will be added to the PO to cover these expenses. All travel expenses must conform to Management Directive 230.10.
