POSITION PURPOSE

 

Improve unit operating efficiency by studying departmental functions and requirements, describing and analyzing information needs, recommending and developing superior methods and procedures, and writing functional requirements for programmers to develop new or enhance existing systems.

 

ESSENTIAL FUNCTIONS

 

 1)           Improves our current systems and operating efficiency by studying an assigned unit's practices, procedures, problems, functions and methods; confers with managers and employees to identify and confirm detailed requirements and operational objectives; evaluates input and output requirements, processes and formats.

 2)           Designs computer subsystems by describing and analyzing information requirements using workflow charts and diagrams, studying system capabilities with regard to presentation logic and user needs, and writing program specifications for either internal programmers or external vendors to develop.

 3)           Establishes and tracks project plans by sequencing project interim goals, determining time frames, tracking activity, resolving problems, recommending actions, reviewing vendor and programming estimates and publishing results.

 4)           Uses detailed analysis and description of current processes to recommend changes in procedures, methods and controls; provides reference for users by writing process documentation, providing support or help and conducting training when needed; prepares reports by collecting, analyzing and summarizing information and trends.

 5)           Under limited supervision, works through selected phases of the project from initial research and needs analysis, specification, design, testing, implementation and post-live problem solving, and may be responsible for entire project.

 6)           Maintains regular and consistent attendance.

WORK ENVIRONMENT

 

Office work area with desks and adjustable chairs. The sounds of calculators, telephones, keyboards and people speaking can be heard in immediate work area.  The floor is carpeted.  Some work areas have partitions for privacy.  The office suites are air-conditioned in summer and heated when appropriate in winter.  The lighting is LED.

 

SKILLS/SPECIAL REQUIREMENTS

 

Education/Experience

 

Bachelor's degree in computer science or a relevant discipline is highly preferred.  Combination of relevant professional designation (such as certified business analysis professional, CBAP) with additional working experience in property and casualty insurance or relevant industry is a must in lieu of a bachelor's degree.  Minimum of five years' experience in business systems analysis and/or project planning and coordination, involving computer-based transactional processing, with database backend.  Must be very familiar with PC operations, Windows platform, and office automation software, especially MS-Word or Excel.  Good experience with flowcharting methods, and familiarity in data modeling and ability to interact with databases using SQL scripts.  Knowledge and experience with object-oriented application development concepts, project planning methodology, SharePoint and document management is preferred.  Excellent verbal and written skills required.

 8)           Demonstrate ability to work in a team-oriented, collaborative environment, with ability to interface with all levels within the organization in a congenial yet professional manner.

 9)           Possess excellent understanding of the company's goals and objectives.

10)          Exhibit sound judgment and decision-making ability.
