SCOPE OF SERVICES:
The NYC Department of Education's (DOE) Special Education Student Information System (SESIS) supports the evaluation of special education student needs and provisioning of special education services, and is intended to be the vehicle to facilitate and monitor compliance as well as produce State and Federal court-mandated reports. It is currently incapable of supporting critical reporting and data management functionality and the SESIS application itself is plagued with defects and issues.
The City is conducting an assessment to produce a strategy and plan for improving SESIS, an effort that will involve the DOE, the NYC Department of Information Technology and Telecommunications (DoITT), the Mayor's Office, the Office of Management and Budget (OMB), and the NYC Law Department (Law).
This assessment will follow three streams of work:
1. Conduct emergency repairs to support system performance and stability;
2. Adequately address Jose P vs Mills and Medicaid reimbursement claim reporting requirements; and
3. Propose a solution that fully manages DOE's process of evaluating special education student needs and provision and tracking of special education services.
Responsibilities:
• Analyze application code for a major .NET/SQL Server application
• Recommend improvements based both on system requirements and best practices
• Participate in requirement discussions and meetings
• Provide technical expertise, recommendations, tasks, estimates, and timelines
• Work with Project Managers, Business Owners, End-Users, Technology staff, and third-parties
MANDATORY SKILLS/EXPERIENCE:
- At least 4 years of development experience with at least 3 years of hands-on .NET experience building large scale enterprise web applications.
- Experience leading development teams and leading the architecture and design sessions.
- Experience managing complex technical projects and developer teams.
- Strong hands-on experience Working knowledge of with Visual Studio.NET 2008 (and above), C#, ADO.NET 3.5/4 DataSets, ASP.NET 3.5/4 webforms, SQL Server 2008 and Transact-SQL, Web Services, required
- 2 years of experience in an engineering role that includes implementation, support, and maintenance of large scale systems
- Experience in architecting and designing complex and scalable systems
- Strong experience in MVC framework and ORM
- Must have experience in database design and developing stored procedures
- Experience with AJAX, HTML 5, CSS, and JavaScript
- Must have good knowledge and working experience with integration technologies/concepts such as SOA, SOAP, Restful Web Services, WSDL, XML, JSON
- Experience using Visual Studio and Subversion/CVS for development
- Must be able to work in cross functional teams to provide the best solution
- Proven background in the development and deployment of complex operational systems
- Knowledge of Test Driven Development and have experience in writing Unit Testing
- Knowledge of various development methodologies such as Agile, Iterative and Waterfall
- Ability to plan technical architecture including experience with database design, required
- Solid knowledge of testing tools and techniques, required
- Very strong analytical, organizational, interpersonal/collaborative, time-management and multi-tasking skills
- Ability to problem solve, take initiative, prioritize duties, work independently and within a team environment (with technical and non-technical resources), with a commitment to follow-up and detail
DESIREABLE SKILLS/EXPERIENCE:
• Prior government project experience (NYC strongly preferred).
• Familiarity with Educational systems is a plus
• Knowledge of SQL Server architecture
• Knowledge of mobile development
• Experience with ETL tools.
