Position: Peoplesoft HCM/ELM Technical Consultant
Duration: 1 Year+

To be considered for this project vendor must commit key staff with proven experience in implementing an Oracle HCM/ELM PeopleSoft 9.2 upgrade and provide a written proposal that meets the following requirements
- Validate the County's proposed infrastructure (servers/capacity) for all HCM/ELM 9.2 environments: DEMO, DEVELOPMENT, CONVERSION, TEST, and PRODUCTION
- Identify and establish performance improvement setup and hardware configuration options
- Perform a fit/gap analysis between the current and new environments to determine:
o Which new functionality can be adopted
o Identify if the requirement can be met through configuration / customization / business process change
o Which existing customizations to migrate or which ones that can be eliminated
- Provide support and validate migration testing in the 9.2 HCM/ELM environments:
o Required existing customizations
o Current business, module, and processing rules as required
o Current custom reports
o Current interfaces
o Current workflows
- Validate Hennepin County's testing and verify all currently used PeopleSoft and Cognos reports in the new v9.2 environments.
- Review, test, and verify application messaging and synchronizations in the new v9.2 environments:
o Oracle/PeopleSoft Financials (v9.2) ßàHCM v 9.2
o Oracle/PeopleSoft HCM (v9.2) à ELM v9.2
o Oracle/PeopleSoft HCM (v9.2) à Portal
- Review and verify Current Microsoft Office interactions and modify if needed:
o Creating MS Excel 2010 and 2013 data spreadsheets using MS Excel 2010 and 2013 with Component Interface, etc.
o Issuing automated email notification with Microsoft Outlook 2010 and 2013 later this year.
- Develop, test, and verify any new customizations or configurations needed for business rules, batch processes, reports, workflows, interfaces, pages, emails, and messaging
- Develop strategy for PeopleSoft Test Framework (PTF) including knowledge transfer.
- Assist County staff in updating training materials to reflect the new v9.2 changes and user experience.
Role and Responsibilities
This role will lead the technical effort and partner with a County resource to validate the proposed infrastructure for the environments, coordinate infrastructure setup and development, ensure alignment with PeopleSoft upgrade recommendations and best practices, coordinate County IT support efforts, perform the upgrade steps, and provide technical help/expertise to the County developers in implementing changes and reapplying customizations.
