Job Description:
The resource selected for this contract is a Technical Consultant for the development of a Mi Drive mobile application at MDOT. Other applications identified by MDOT may be a priority over Mi Drive. Mi Drive currently consists of a web application and a mobile web site which provide traffic data to motorists. The data presented to the public is aggregated from a variety of sources and includes road construction, current incidents, traffic speeds, camera images, and traffic message signs. A mobile application for both iOS and Android devices is desired to provide a better customer experience as well as integrate new features. The Technical Consultant is responsible for the development of code, clarification of user requirements, assisting in establishment of development environment, advising on deployment of developed applications to appropriate application stores, and adhering to state of Michigan standard development methodologies - the State Unified Information Technology Environment (SUITE), Systems Engineering Methodology (SEM), and Project Management Methodology (PMM).
Skills Required
Experience programming mobile applications using PhoneGap on both Android and iOS platforms. Experience developing complex web applications using JavaScript and JavaScript libraries like jQuery. Experience developing web services to support mobile applications using Java. Experience securing services providing data to mobile applications. Experience developing mobile applications using current IDEs such as those provided with the Android SDK (Eclipse) and Apple Xcode. Experience programming in SQL and/or PL/SQL using an Oracle database. Experience developing user interfaces for mobile applications; including responsive design for screen size considerations of tablets vs. phones. Experience building and deploying mobile applications to the Google Play and Apple iTunes stores. Experience participating as a programmer/analyst in projects using CMM/CMMI Level 3 methods and practices. Experience with Agile development methods and practices.

Experience in developing HTML5 applications leveraging the features and functions of smart devices. Knowledge of developing, HTML5 disconnected applications is a plus. Objective-C, iOS SDK, and iOS Human Interface Guidelines. Designed and developed iOS applications and successfully implemented them into the Apple App store. UIKit, CoreData and Xcode. Publishing and updating to the iTunes App store. Writing and consuming web services, specifically REST API's. Experience building data-driven applications for the iOS and other mobile platforms. Developing HTML/CSS/Javascript web interfaces. Designed and developed Android applications and successfully implemented them into the Android market. Java and Android SDK. Experience with Eclipse and ADT Plugin. Publishing and updating to the Android Market. Demonstrated understanding and insights about mobile user experience and usage behavior on mobile along with hand held devices, 5 years actual expert-level knowledge of database design and modeling experience with Oracle and SQL Server, 5 years actual work experience with knowledge in SOAP or REST web services, and familiarity with structured data including XML and/or JSON, Demonstrated experience of developing HTML5 applications leveraging the features and functions of smart devices. Knowledge of architecting, developing, and implementing HTML5 disconnected applications is a plus.
Education Preferred
This position prefers a Bachelor's Degree in Computer Science, Information Systems, or other related field
