Position:  Business Analyst (PACM Solution Recommendation)

Location:  Houston, TX

Duration: 12 Months

  

Experience:

The Post Award Contract Management (PACM) process consists of a set of standards to manage a contract and the associated commitment and spend after the contract is awarded. It includes four process areas as defined in attached document:

        Commitment and Exposure Management

        Variation Order Negotiation

        Contract Dispute Management  

        Invoice Pre-approval Management

        ProCon is the system currently used by an Oil and Gas Majors Business Unit to manage PACM which is referenced in GPO MPcp.  The system was implemented by PSCM business for exclusive use in Upstream Capital projects and its administration and roadmap of development has since then been sponsored by PSCM.

        PSCM has declined to continue a system & tools strategy for Procon because the Post Award Contract Management is out of their scope and has agreed to handover to the Upstream Capital Projects team This team needs to decide in the next months, how it will continue to support Post Award Contract Management in Upstream Capital projects in the context of Process, People and Tool.

        The current situation sets an opportunity to revisit the originally established PACM processes to realign with new ways or working, organization and planned portfolio of projects to guide future of the systems and tools to support Upstream Capitals systems strategy in this space.

        This project constitutes Appraise Select phase of the project that will eventually implement the recommended solution to continue PACM per revised business functional and non-functional requirements after Procon contract expiration in Sep 2017.

        This project is limited to the appraise select phase and ends with the recommendation of a solution to support business functional and non-functional requirements

 

Skills:

        Knowledge of the Oil and Gas industry

        Confident in working with senior business users and challenging opinions where necessary

        Ability to act as a facilitator and mediator for communications between business users, third party suppliers and other project resources

        Lead activities to capture business requirements through interviews, workshops etc.

        Ability to capture 'as is' and 'to be' business processes highlighting gaps/inefficiencies that may exist

        Work with project team members (senior Business Analyst, Project Manager) to produce relevant documentation as required e.g. Business Case, Stage Gate presentations, Project Options, Gap Analysis etc.

        Provide support to the Senior Business Analyst and guidance to Junior Business Analyst (as necessary).

        Review UAT scenarios and training materials. Provide input to test analysts on (in particular non-functional) requirements to be covered in test cases

        Communicate effectively so that customers, suppliers and other stakeholders understand and agree what will meet their needs.

        Finalise scope, requirements, design and establish a base-line on which delivery of a solution can commence

        Identify the impact on business requirements of interim (e.g. migration) scenarios as well as the required end position

        Unit test and review objects developed from functional specifications. Assist testers to develop test scripts and to perform testing. Review of testing approach and materials to ensure business requirements are met

        Perform configuration per the design documents

 

Responsibilities:

        Other than the basic scope of work of a typical Business Analyst, the resource will perform the following tasks:

        Supports process flow specialists within the business community and technical teams within IT&S to document functional/non-functional requirements for the project.

        Assists in the development of process design/redesign and creates base information for scope and requirements documentation within the larger Capital Value Process.
