Deliverables
· Documentation, application changes, and other work completed in a manner consistent with the knowledge, skills, abilities and experience described by the contractor in in their phone interview, resume and/or any description provided by the contractor and/or their representative
· Application design changes approved by Department staff following meeting and email communication as needed to facilitate communication
· Following initial information approval of application modifications, overall text descriptions and diagrams as appropriate will be produced outlining the changes being made to the application and the expected completion time associated with those changes
· Documentation for all processes and methods, including writing all code with substantial, meaningful, and descriptive JavaDoc, at both the class and method levels, and provide text comments in the code which describe any code for which the function is not obvious or straightforward
· Prior to implementation, testing the impact of any changes made, including regression testing to reduce the likelihood that unintended changes are not introduced into the application
· Approved application changes that include source code packaged in a .EAR file that includes explicit deployment instructions which are then coordinated with CMS for deployment to a testing environment where Department staff will evaluate the functionality impacted by any work being performed
· Ultimately, the deliverable will be a modified WebSphere application(s) developed using Rational Application Developer with the following characteristics:
o Modified and refactored application code to allow for compatibility with WebSphere 8.5
o Upgraded frameworks which are utilized by the applications being modified
§ Persistence frameworks
· Hibernate
· Spring
§ Application and Model View Controller Frameworks
· Java Server Faces
· Struts
o Performance improvements including validation using the Rational Performance Tester
o Functional changes to web service, and XML based data formats used by applications
o Completion of other enhancements to the application focused on improving data collection and quality
· Related deliverables may include the completion of database scripts which will modify existing data or crate database views in DB2, modified Crystal Reports used by the application, and other ancillary modifications necessary to accomplish application changes
Special Requirements
The individual should have significant experience in working with and expert level knowledge of: application frameworks such as Java Server Faces (JSF), Struts, Spring, Hibernate, web services and service oriented architecture (SOA), IBM Rational Application Developer, IBM DB2, Java Data Access Objects (DAO's) and Java Enterprise Edition (Java EE). The individual must have excellent oral and written communications skills in order to understand and implement the needed changes to application functionality. Ideally, the individual would have experience working in an Illinois State Government environment architecting / developing applications and working to CMS Standards.
