Position:: Oracle Database Administrator

Location:: Austin, TX

Duration:: Long Term contract

 

Description::

Performs complex technical database administration work. Oversees the planning, design, administration, operation and maintenance of database systems. Responsible for developing database policies and procedures and for ensuring data integrity while maintenance and modification projects to existing applications are undertaken. Provides for the effective and efficient storage, retrieval, customization, and archiving of data to ensure integrated database systems. Coordinates with other programs within the Department to set data standards and long-range planning for future projects. May supervise the work of others. Works under general supervision with extensive latitude for the use of initiative and independent judgment.  Performs other duties as assigned.

 

Essential Job Functions:
Under the direction of the Quality Reporting Manager, performs database administration work for the Waiver Reporting team in the Center for Policy and Innovation. 

 

LEADERSHIP DUTIES: Serves as technical lead for the Waiver Reporting team.  Develops database procedures and perform staff training necessary for the Database Management Section staff to accomplish required duties. With the Database Management Section, perform database planning and operations. Provide technical guidance in database concepts and training as required. Educate and assist personnel in regard to best practices and efficient methods for database administration and management. Be adaptable and proficient to all technical aspects of the bureau's automated systems by learning the business rules, functional requirements, development standards, data design and structure, process and data flow, and client interfaces. (25%)

 

MAINTENANCE, DESIGN & DEVELOPMENT:  Analyze, design, plan and perform database upgrades and maintenance including adding new database elements, performing data modeling and incorporating approved data elements into existing databases. Maintain existing database structures and assist in the design and development of new database structures. Designs or supervises the designing of the procedures necessary to save and recover databases from hardware and software failures. Develop and enhance policies and procedures used for the automated systems utilized by the Waiver Reporting team. Work closely with program area personnel to ensure that customer needs and requirements are met. Actively participate in design sessions for future planning projects. Coordinate and plan migration to new data management system software levels. Design and develop highly complex and large data systems, as well as coordinate with other programs within the department on data standards. Use current development methods, products, and relational data management technology. Use established development standards to ensure quality and maintainability. Coordinate with the software development team to ensure their needs are met from a software perspective. Supervise the development and approve model and entity/attribute relations of Waiver Reporting database.   Recommend appropriate database software and hardware for new applications or system upgrades. (40%)

 

OPERATIONS: Assess future information requirements to perform long range planning for hardware and software upgrades. Coordinate use of data to ensure data integrity, control redundancy and permit use of data within established policies, regulations and guidelines. Monitor database performance and adjust as required to maximize efficiency. Monitor database application programs and make recommendations for maximizing efficiency to the Waiver Reporting team and Qualify Reporting Manager. Develop policies and procedures to ensure the security of all Waiver Reporting databases. Archive, restore (recover), maintain and normalize databases as needed and required. Maintain data dictionary to ensure uniformity of entity and attribute names. Educates applications programmers about database concepts and efficient access techniques, and assists them in analysis and problem resolutions pertaining to database. Develop and maintain routines to facilitate use and accessibility of databases. Stay informed on latest developments in the data management field. (30%)

5% Represents Quality Reporting Manager and/or Waiver Reporting Team Lead at meetings to provide technical input on waiver reporting databases and system requirements. Other duties as assigned.
