1. Added value if he has played the role of a Business Analyst to define requirements, document the scope
2. To be technically sound and must have worked as a BI technical lead for multiple projects

Work with stakeholders to design and develop the requirements in scope. Top 3 responsibilities you would expect the Subcon to shoulder and execute*:
1. Understand the data model and the flow across Data Acquisition, Data Management and Data Consumption
2. Define the Business requirements document and work with development and other teams to walkthrough the same
3. Participate in key project meetings and present the requirements and provide clarifications if any on the requirements
